Board of Directors Member Bios

ROSE CASTILLO GUILBAULT, Public Member, was initially appointed by the SamTrans Board of Supervisors in March 2006.  She is a Board Trustee for the Mineta Transportation Institute. Ms. Guilbault has served on the Peninsula Corridor Joint Powers Board and the Grand Boulevard Committee. She was the founding President of the Community Safety Foundation for CSAA Insurance Group. Prior to that, she served as the Editorial and Public Affairs Director for ABC7 television. She was named one of the Most Influential Hispanics in the Bay Area and one of the Most Influential Women in Business by the San Francisco Business Times. She is a resident of Burlingame.

JOSH POWELL, Public Member, was appointed by the SamTrans Board of Supervisors in January 2017. Mr. Powell is a software engineering manager at Apple and is the author of the programming book Single Page Web Applications: JavaScript End-to-End, a public member of the City/County Association of Governments’ Congestion Management and Environmental Quality committee, and president of the Belmont Central Neighborhood Association. He is a resident of Belmont.

PETER RATTO, Transportation Expert, was initially appointed by the San Mateo County Board of Supervisors in February 2015.  Mr. Ratto holds a BA degree in Transportation Management from San Francisco State University and has over 40 years of experience in the waste management and recycling industry.  A life-long user of public transit, Mr. Ratto grew up in Daly City and currently resides in San Mateo.

MARINA FRASER, Public Member, was appointed by the SamTrans Board of Directors in February 2019. Ms. Fraser served on the Half Moon Bay City Council for 13 years with three terms as Mayor. She has been a member of numerous boards and commissions, including Peninsula Clean Energy and Commute.org and currently serves as the Chair of the City/County Association of Government’s Bicycle and Pedestrian Advisory Committee. Ms. Fraser is a long-time Coastside resident and lives in Half Moon Bay.
