Chief Development Officer Retires; Successor Named
Howard Goode is leaving his mark on San Mateo County. As chief development officer
for the San Mateo County Transit District he's been responsible for overseeing
Caltrain's most significant improvement projects since the Peninsula Corridor Joint
Powers Board began operating the service in 1992. The Ponderosa Project? That was
him. Caltrain's CTX project? His too.
Prior to announcing his retirement, Goode had steered the construction of many of the
projects approved by the Transportation Authority's Measure A half-cent sales tax
approved in 1988. He has been responsible for overseeing the construction of 101
auxiliary lanes and interchange improvements and San Mateo County grade separations
along the Caltrain corridor.
Goode will continue to work on Transportation Authority projects through the end of
the year as its deputy executive director.
"The greatest rewards of my professional life have come from watching this agency
grow to meet its expanded role," said Goode. "Fourteen years ago when I joined the
transit district we were a bus company facing the challenges of integrating the
Transportation Authority program, managing the Peninsula's oldest and most neglected
railroad corridor and expanding our bus, shuttle and paratransit services. Today, we
have the professional team in place to meet the mobility needs of the Peninsula."
Another of the retiring chief's crowning achievements has been mentoring his
successor, Ian McAvoy, who has been with the district for 12 years. In 2002, McAvoy
was named deputy chief of development with responsibilities for overseeing strategic
policy and planning, legislative affairs, capital fund programming and real estate
and property development.
"I've been very fortunate in having a mentor who always encouraged creative thinking
and providing the tools to excel," said McAvoy. "I look forward to energizing our
ongoing efforts to provide our customers with the transportation infrastructure to
meet mobility demands, and most importantly, have fun in the process!"
McAvoy brings a unique perspective to his new role in the Development Division. He
spends his days, shaping the district's vision and overseeing critical strategy and
legislative development, then hits the Bay Area rock circuit at night as an active
rock musician and recording engineer, paying tribute to his famous Liverpool, England
brethren.
After spending his youth in Liverpool, McAvoy attended Heriot - Watt/ Edinburgh
University in Scotland and became a development planner in one of the last active
designated "new towns" in Scotland. He came to the United States in 1990 after
enjoying living and working throughout the United Kingdom.
McAvoy and wife, Christine, have been married for more than 13 years and enjoy
spending time with their dogs at their mountain retreat.
Goode joined the district in 1990 after spending 18 years with the Bay Area Rapid
Transit District. Goode holds a civil engineering degree from Northwestern
University and graduate degrees in public administration and transportation
engineering from the University of Pittsburgh.
