Bayshore/Brisbane Shuttle Starts Service

A wide-ranging consortium will provide new transportation service designed specifically for residents of the Bayshore and Brisbane areas in north San Mateo County, SamTrans Board Chair Mike Nevin announced today.

The new bus route, which begins today, will link the Bayshore and Brisbane areas on a fixed schedule, and initially will connect on Bayshore Highway with regional SamTrans bus routes, the Bayshore Caltrain Station and area BART stations.

The bus, which will operate similar to San Carlos’ SCOOT Shuttle, is intended to begin as a fixed-route service only but evolve as patrons along the Bayshore/Brisbane route become aware of the new, free service and begin to use it. They will be able to telephone the shuttle operator to request a trip anywhere along the route.

The shuttle area previously was served by SamTrans Route 34, which ran at midday between Geneva Avenue and Tanforan Shopping Center. The route was terminated last month because of low ridership, with an average of just 25 per day.

“The new concept is significantly more cost-effective, and it meets the needs of the community,” said Nevin, “Market research indicates that this is the way to get people to the destinations they want to reach.”

At the suggestion of Daly City and Brisbane municipal representatives, midday shuttles can alternate between Tanforan and Westlake centers two days each week so that shoppers may plan their trips.

The shuttle holds about 20 people and has wheelchair access. It will operate from about 10 a.m. to 4 p.m. Commute-hour service is available on the Crocker Park Caltrain Shuttle.

SamTrans is providing operational planning and marketing support to get the shuttle up-and-running to bridge the gap between Route 34 and a new permanent service provided under the auspices of the two cities. The San Mateo County Transportation Authority is providing $30,000 in half-year funding, according to Daly City Councilman Mike Guingona, who is a member of the both the TA and SamTrans boards.

“Fortunately, this funding source was available under the Measure A half-cent sales tax to launch this innovative new service,” Guingona said.

Annual funding of some $60,000 for the shuttle would come from the county Transportation Authority and from a joint Daly City/Brisbane grant application to the City/County Association of Governments (C/CAG). SamTrans will team with the Alliance—a transportation demand management consortium—to promote the service.

The TA was created to administer the funds collected from the half-cent transportation sales tax after voters passed Measure A in 1988. The TA is governed by a board of directors comprised of elected officials representing all geographic areas of the county.

The TA also is charged with compiling input from the public, cities and elected officials to develop the next expenditure plan that will be included in the Measure A renewal ballot measure.

The new shuttle culminates an effort of several months by the various agencies, based on a survey of area residents. Planners said they would query riders following six months of operation to determine patronage patterns and public acceptance of routes and schedules.
