SamTrans Board Supports ACA 4 to Protect Transit Funds

The Transit District board is sending a message to California’s governor to preserve public transportation funding by supporting Assembly Constitutional Amendment 4.

ACA 4 would amend the state constitution to prevent the suspension of Proposition 42 and would help guarantee a stable long-term funding source for the state’s transportation infrastructure. If passed by the legislature, the amendment would go before voters during the next election.

For the third year in a row, Governor Schwarzenegger is attempting to balance the budget on the back of the state’s transportation network by again suspending Prop. 42. The proposition is a gas tax, passed in 2002 by more than two-thirds of California’s voters, to provide funding for the state’s public transportation network. But public transportation hasn’t seen any of this funding because the governor has used gas tax proceeds to help balance the general budget each year since its inception.

“If the governor’s proposed budget is adopted, California’s transportation infrastructure would lose more than one billion dollars in funding,” said County Supervisor Jerry Hill, chair of the SamTrans Board of Directors. “Whether you use Caltrain, SamTrans or Highway 101 to get to work or school, we will all be impacted by the lost funds for rail corridor and highway improvements or the possibility of service reductions and fare increases.”

The San Mateo County Transit District manages the SamTrans fixed-route bus and Redi-Wheels paratransit services; administers the Caltrain rail service which is governed by the Peninsula Corridor Joint Powers Board; operates a shuttle program; and is a partner in operating the BART-SFO extension. It also provides funding for Redi-Wheels.

The transit district also manages the San Mateo County Transportation Authority, the agency formed to administer the proceeds of a countywide half-cent sales tax. Measure A provides capital funds for Caltrain, grade separation projects, and street and highway improvement projects.
