The information below describes the general processes used by the three entities of the Agency (San Mateo County Transit District, Caltrain and the San Mateo County Transportation Authority) to procure materials, equipment and services.

Construction and other Public WorksAll Public Works contracts in excess of $10,000 must be competitively bid pursuant to California Public Contract Code Section 20331. All competitively bid Public Works contracts will be announced on this site as an IFB. In order to bid on a Public Works Contract, a potential bidder must register as a Vendor/Contractor and also be listed on the Planholder's List for any given solicitation or bid. Supplies, Equipment and MaterialsAll supplies, equipment and materials exceeding $25,000 must be competitively bid pursuant to California Public Utilities Code Section 103222. All competitively bid contracts for supplies, equipment and materials will be announced on this site as an IFB.In order to bid on a Contract for supplies, equipment and materials, a potential bidder must register as a Vendor/Contractor and also be listed on the Planholder's List.

Professional and Other ServicesProfessional and other Services in excess of $25,000 are generally solicited through the Request for Proposals (RFP) process. In order to submit a proposal on a professional or other services solicitation, the proposer must be a registered Vendor/Contractor and be listed on the Planholder's List.

The District is not required to engage in a formal competitive bid process for the procurement of supplies, equipment, materials, services or professional services that do not require an expenditure of more than $10,000. However, the District continuously solicits price and rate quotations from an adequate number of qualified sources derived from those that have registered as a Vendor/Contractor.
