Before any Property Access Agreement is issued, a proposed use of Caltrain property must first be determined to be compatible with the railroad’s current and future needs through the Caltrain Rail Corridor Use Policy (RCUP) review process. The only proposed uses that are generally exempted from the RCUP review process are proposed uses that will be on Caltrain property for less than 6 months or proposed uses that will be issued a right-of-entry permit.
