Office of Civil Rights

The Office of Civil Rights (OCR) implements programs and services for Caltrain and SamTrans in the areas of Small and Small Disadvantaged Business Enterprise (SBE and DBE) Programs, Title VI, Labor Compliance and Equal Employment Opportunity (EEO). OCR is located at the San Mateo County Transit District Office in San Carlos.


Disadvantaged Business Enterprises (DBE) Goal Notification

Effective Date:  August 5, 2022

In accordance with requirements of the U.S. Department of Transportation as set forth in 49 CFR Part 26, the San Mateo Transit District (SamTrans) hereby notifies the public that it intends to establish an overall goal of 4.7% participation by Disadvantaged Business Enterprises (DBEs) for federal fiscal years 2023-2025.   

For information and the submission of comments pertaining to this proposed DBE goal can be requested by contacting compliance@samtrans.com for up to 30 days after the publication of this notice.

De conformidad con los requisitos del Departamento de Transporte de EE.UU. establecidos en el Código de Reglamentos Federales (CFR) 49 Parte 26, el Distrito de Tránsito del Condado de San Mateo (SamTrans) notifica por la presente que tiene la intención de establecer un objetivo global del 4.7% de participación de Empresas comerciales en desventaja (DBE, por sus siglas en inglés) para los años fiscales federales 2023-2025.


Small and Small Disadvantaged Business Enterprise

Caltrain and SamTrans are committed to the participation of SBE and DBE in contracting opportunities. DBEs include small minority and women businesses. It is the policy of Caltrain and SamTrans to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of contracts. It is the intention of Caltrain and SamTrans to create a level playing field on which SBEs and DBEs can compete fairly for contracts and subcontracts relating to construction, procurement and professional services.
